Firm Expands Capacity Following 1st Anniversary

WASHINGTON, D.C., June 10, 2019 — Robert Odawi Porter and Todd Bertoson, Managing Principals of the Capitol Hill Policy Group, today announced that they have added two outstanding new members of their team.

Xavier A. Barraza is an enrolled member of the Hopland Band of Pomo Indians and graduate of Haskell Indian Nations University and the University of New Mexico School of Law.  He brings more than 8 years of political, policy and legal experience to the Capitol Hill Policy Group.  Xavier served on the staff of the Senate Committee on Indian Affairs under Chairman Byron Dorgan and the late Chairman Senator Daniel Akaka.  His portfolio included housing, lands, tax, communications and infrastructure issues.  Following his service in the Senate, Xavier earned his law degree and practiced in the areas of business organizations, tax and economic development, and federal election law.

Susan R. Paxon, is a 2018 graduate of Beloit College where she earned a degree in Political Science.  She developed her legislative research and analytical skills while working as a legislative intern for House Speaker Nancy Pelosi, and also worked in the office of Senator Roger Wicker of Mississippi.  Prior to joining the Capitol Hill Policy Group, she worked for Epiphany Productions, a fundraising and event planning firm.

The hiring of Barraza and Paxon caps a busy first year for the Capitol Hill Policy Group.  In February 2018, Porter and Bertoson left the Washington office of the Dentons law firm to establish their government relations practice.  The firm’s first hire was James Reid, a former Deputy Staff Director of the Senate Commerce Committee and Chief of Staff to former West Virginia Senator Jay Rockefeller.

Robert Odawi Porter, Managing Principal, is a former president of the Seneca Nation of Indians in Western New York. He has devoted his extensive professional career to advancing the rights of sovereign American Indian nations and tribes in the United States. A citizen of the Seneca Nation, Porter was raised in the Nation’s Allegany Territory and earned his undergraduate degree from Syracuse University and his J.D. from Harvard Law School.  He served two terms as Seneca chief legal counsel, as founding chairman of Seneca Holdings LLC, before being elected in 2010 as the Seneca Nation’s 67th President.  He has also served as a tenured law professor at the University of Kansas, University of Iowa, and Syracuse University.  In 2013, he joined Dentons US LLP in Washington, D.C. where he developed a government relations practice representing American Indian tribal governments and Alaska Native corporations and in 2018, he and Todd Bertoson founded the Capitol Hill Policy Group.

Todd Bertoson, Managing Principal, is a former staff director of the United States Senate Committee on Commerce, Science and Transportation senior staff member for former U.S. Sen. Ted Stevens of Alaska. A native of Seattle, Bertoson earned his bachelors and law degrees from the University of Washington and worked for nearly 10 years in Congress on issues under the broad authority of the Senate Commerce Committee.   In 2012, he joined Dentons US LLP in Washington, D.C. where he developed a government relations practice focused on natural resource development, as well as all telecommunications and all modes of transportation, including emerging technologies such as Unmanned Aircraft Systems.  He founded the Capitol Hill Policy Group with Robert Odawi Porter in 2018.
